COA offers emergency financial assistance for gas, electric, water and rent expenses. Payments will be made directly to utility service providers and landlords.

Families are eligible for rent and utility assistance twice per year, not to exceed $250, based on the same income guidelines that are used to determine HEAP utility assistance.

Identification, proof of residency in Covington, proof of income, intake survey and copy of the bill are required for participation.
